    Kein Lastwagen-Wendeplatz auf dem Juch-Areal
    Das Juch ist eine Hausbesetzung in Zürich-Altstetten. Angrenzend liegt die Baustelle der zukünftigen Swiss Life Arena die von der HRS Real Estate AG betrieben wird. Das Areal ist im Besitz der Stadt Zürich und wurde bis im Sommer 2019 von der AOZ als Pilotprojekt für das neue Bundesasylzentrum genutzt. Danach stand es leer bis zur Besetzung am 31. Oktober 2019. Auf dem Gelände und in den Baracken, in denen in den 60er Jahren Gastarbeiter*innen und später Menschen im Asylverfahren eingesperrt und verwaltet worden sind, ist Kultur- und Wohnraum entstanden. Dieser wird von den Nutzer*innen und Bewohner*innen gemeinsam organisiert. Auf dem Areal gibt es gemeinschaftlich nutzbare und kostenlos zugängliche Strukturen wie Ateliers, Siebdruckerei, Gratis-Kleiderladen, Bibliothek, Sitzungsräume, Holz- und Metallwerkstatt, Bandraum, Radio, Konzertraum und jeden Donnerstag ein gemeinsames Abendessen. Für alle und speziell für Personen mit Flucht/Migrationshintergrund ist das Juch einer der wenigen Orte, an dem sich Menschen treffen und organisieren können, frei und ohne Konsumzwang. Am 20. April wurde den Besetzer*innen, mitten in der andauernden Corona-Krise, von der Liegenschaftsverwaltung schriftlich mitgeteilt, dass sie das Areal innert 4 Tagen bis Freitag 24. April. um 24:00 zu Räumen hätten. Zu konkreten zukünftigen Nutzungsplänen, die gemäss Besetzungs-Merkblatt der Stadt Zürich für eine Räumung nötig sind, wurde auch auf Anfrage keine Stellung genommen und auch bei anderen öffentlichen Stellen wie dem Gemeinderat war dazu nichts bekannt. Nur durch politischen Druck und mediale Aufmerksamkeit sowie durch solidarische Aktionen aus der Zivilbevölkerung konnte das Sozialdepartement am letzten Tag vor der angekündigten Räumung zur Bekanntgabe der zukünftigen Nutzung und einer Verlängerung der Räumungsfrist bis zum 22. Mai 2020 bewegt werden. So sind auch die Gründe für die anfängliche Geheimnistuerei von Seiten der Stadt bezüglich der Pläne für das Areal offensichtlich geworden. In der Medienmitteilung des Sozialdepartements der Stadt Zürich vom 24.4.2020 heisst es: “Aufgrund der beengten Verhältnisse auf dem Bauplatz ist die vom ZSC beauftragte Generalunternehmerin (HRS Real Estate) interessiert, das Nachbargelände (Juch-Areal) bis Bauende während rund 2.5 Jahren für Bauplatzinstallationen von der Stadt zu mieten." Wohn- und Kulturraum soll 2.5 Jahren Bauplatzinstallationen weichen. Dieses Vorgehen kommt einem Abriss auf Vorrat gleich und ist weit entfernt von der bisherigen bewährten Praxis der Stadt Zürich im Umgang mit besetzten Liegenschaften. Diesbezüglich heisst es in der Medienmitteilung ausserdem: "Der Stadtrat erachtet diese Nutzung unter Berücksichtigung der Ausgangslage als zweckmässig und zonenkonform.“ Die genannte Ausgangslage bezieht sich auf eine Bodenabsenkungen auf dem Areal und anscheinende Schäden an der Kanalisation. Deshalb ist angeblich zum einen der Aufwand für eine allfällige Sanierung für die AOZ nicht vertretbar, und zum anderen auch eine längerfristige Besetzung nicht zuzulassen. Dazu zwei Punkte: 1. Die Bodenabsenkung betrifft einen Teilabschnitt einer der Baracken auf dem Areal. Zu Beginn der Besetzung im November 2019 haben sich die Besetzer*innen mit der damals zuständigen AOZ darauf geeinigt, diesen Abschnitt nicht zu benutzen. Diese Vereinbarung wird nach wie vor eingehalten, obwohl die verantwortlichen Statiker*innen versichert wurde, dass auch dieser Teil nicht einsturzgefährdet sei. Dieses Argument gegen die Besetzung ist hinfällig. 2. Die Bodenabsenkung und die anscheinenden Schäden an der Kanalisation wurden durch ebenjene angrenzende Baustelle der HRS Real Estate verursacht. Noch vor einem halben Jahr strebte die AOZ deswegen einen Versicherungsfall mit der HRS an. Warum diese das Areal nun plötzlich benötigt und von der Stadt mieten will, ist äusserst fragwürdig. Daher die Forderung an die Stadt Zürich: Keine Räumung und kein Abriss des Juch-Areals zugunsten von "Bauplatzinstallationen" der HRS Real Estate. Das Areal gehört der Stadt und die Stadt gehört den Menschen die darin leben. Darum muss eine allfällige Neunutzung des Areals allen Bewohner*innen der Stadt zugutekommen und darf nicht einfach ein intransparent eingefädelter Deal zugunsten eines Baugiganten sein.     No construction site on the Juch territory
    The Juch is a squat in Zurich Altstetten, adjacent to it is the construction site of the future Swiss Life Arena, which is being operated by HRS Real Estate AG. The site is owned by the City of Zurich and was used by the AOZ as a pilot project for the new Federal Asylum Centre until summer 2019. After that it was left empty until it was occupied on 31 October 2019. On the site and in the barracks where guest workers used to be locked up and administered in asylum procedures, cultural and living space has been created. This is organised jointly by the users and residents. On the site there are structures that can be used by all and are accessible free of charge, such as studios, screen-printing workshop, free clothes shop, library, meeting rooms, Wood and metal workshop, band room, radio, concert hall and dinner every Thursday. For everyone, and especially for people with a refugee or migration background, the Juch is one of the few places where people can meet and organize themselves, free and without the pressure of consumption. But now the squatters were informed in writing by the property management on 20.4. in the middle of the ongoing corona crisis that they had to vacate the area within 4 days until Friday 24.4. at 24:00. No comments were made on specific future use plans, which are required for eviction according to the occupation notice of the City of Zurich, even on request, and no comments were made. Other public bodies such as the local council were not aware of this. Only through political pressure and media attention as well as solidarity actions from the civilian population, on the last day before the eviction, the Social Department was persuaded to announce the future use of the building and to extend the eviction period until 22 May 2020. The reasons for the initial secrecy on the part of the city regarding the plans for the area have thus also become obvious. The media release of the Social Department of the City of Zurich of 24.4.2020 states "Due to the cramped conditions on the building site the general contractor commissioned by the ZSC (HRS Real Estate) is interested in using the neighbouring site (Juch site) for site installations for a period of about 2.5 years until the end of construction to rent from the city." Living and cultural space is to make way for two and a half years of building site installations. This procedure is tantamount to a demolition of stock and is far removed from the City of Zurich's previous good practice in dealing with occupied properties. The media release also states in this regard: "The City Council considers this use to be appropriate and zoning compliant, taking into account the initial situation". Therefore, on the one hand the cost of a possible reorganization is not justifiable for the AOZ and on the other hand it is not possible to allow a longer-term occupation. Two points regarding this statement: - Firstly, the lowering of the ground affects a section of one of the barracks on the site. At the beginning of the occupation in November 2019, the squatters* agreed with the AOZ responsible at the time not to use this section. This agreement is still kept, even though the structural engineers present during the inspection were assured that this part was also not in danger of collapsing. This argument against the occupation is invalid. Secondly, the subsidence of the ground and the apparent damage to the sewerage system were caused by the very adjacent construction site of HRS Real Estate. Only six months ago, the AOZ was therefore seeking an insurance claim with HRS. Why HRS suddenly needs the area and wants to rent it from the city, seems highly questionable. Therefore the request to the city of Zurich: No evacuation or demolition of the Juch site in favor of "site installations" by HRS real Estate. The area belongs to the city and the city belongs to the people who live there. For this reason, any new use of the site must benefit all residents of the city and may not simply be a non-transparent, threaded deal in favor of a construction giant.     Bu neden önemlidir: Juch, Altstetten’da HRS tarafından işletilen geleckteki Swiss Life Arena’nın sınırında yer alan bir işgal bölgesidir. Bölge Zürih şehrine aittir ve bu bölge 2019 yazına kadar AOZ tarafından Federal İltica Merkezı için bir pilot proje olarak kullanılmıştır. Bölge bundan sonra 31 ekim 2019 de isgal edilene kadar bostu. Bu bölge 1960’lı yıllarda misafir işçiler için kullanılmış, daha sonra Mültecilerin tutulduğu bir yerken, işgalden sonra kültürel ve yaşam alanı olarak kullanılmaya devam etmektedir. Bu kültürel ve yaşam alanı, orada yaşayanlar ve kullananlar tarafından ortak olarak organize edilmektedir. Juch’da birlikte kullanılabilen ve ücretsiz olarak erişilebilen yapılar vardır. Bunlardan bazıları; Stüdyolar, serigrafi, ücretsiz giyim mağazası, kütüphane, toplantı odaları, ahşap ve metal atölyesi, grup odaları, radyo yayın odası, konser salonu ve her Perşembe herkese açık beraber yemek gibi imkanlar vardır. Juch, herkes için ve özellikle mülteci/göçmenlik geçmişine sahip insanların özgürce ve tüketmeye ihtiyaç duymadan, buluşup organize olabileceği Zürih’deki birkaç yerden birtanesidir. Stadt Zürich, devam eden Corona Krizine rağmen 20 Nisanda, 4 gün içinde bu bölgeyi boşaltmamızı bize yazılı olarak bildirdi. Neden tahliye etmemiz gerektiğini talep etmemiye karşın, ne amaçla kullanılacağı hakkında yorumda bulunmamıştır. Belediye meclisi gibi diğer kamu kuruluşlarıda bu konuda hiçbir şey bilmemektedir. Yaptığımız siyasi ve medya baskısının dikkat çekmesi, ayrıca yaptığımız dayanışma eylemleri neticesinde 24 Nisanda tahliyenin son gününde süreyi 22 Mayısa kadar uzatma kararı aldılar. Bu sayede Stadt’ın bölge planlarına ilişkin gizliliğin nedenleri açıklığa kavuşmuştur. Zürich Stadt Sosyal Departmanı’nın 24 Nisan da ki açıklamasında şöyle diyor; Yan taraftaki şantiyede sıkışık koşullar nedeniyle ZSC tarafından görevlendirilen HRS Real Estate, inşaatının bitimine kadar (yaklaşık 2,5 yıl) boyunca Juch alanını kiralamak istiyorlar. Bu kültürel alanımızı 2,5 yıl boyunca kmyon ve beton mikserleri için, şantiye alanına çevirmek istiyorlar. Bu yıkım Zürih belediyesinin daha önce yaptığı uygulamalardan çok uzaktır. Bu bağlamda medya da ayrıca: „ Belediye Meclisi bu durumu, başlangıcından itibaren ele alarak, bölgeye uygun olup olmadığına dikkat eder.“ İlk durum sahadaki çökme ve kanalizasyon sisteminde görülen hasar olduğu raporlarla sabittir. AOZ için olası bir yenileme meşru değildir. Şu iki nokta oldukça önem arz etmektedir. 1- Meydana gelen kayma bölgedeki ufak bir bölümü etkiledi. Kasım 2019 da yapılan işgalin başında AOZ ile bu hasarlı bölgenin kullanılmaması konusunda anlaşıldı. Sorumlu inşaat mühendislerinin çökme riski taşımağına emin olunmasına rağmen bu anlaşmaya hala uyulmaktadır. İşgal hakkındaki bu argümanları geçersizdir. 2- Kanalizasyon sisteminde meydana gelen bu çökme HRS firmasının şantiyesinden kaynaklamaktadır. Bundan dolayı AOZ, HRS Real Estate’e karşı 6 ay önce sigorta girişiminde bulundu.HRS firmasının neden aniden bu bölgeye ihtiyacı olduğunu ve burayı neden kiralamak istedikleri son derece tartışmalıdır. Bu nedenle Zürich Stadt’dan talebimiz: Juch-Areal’in HRS gayrimenkul tarafından şantiye operasyon sahası olarak tahliye edilip, yıkılmasını istemiyoruz. Bu bölge şehre ve içinde yaşayanlara aittir.     Decimos NO a la zona de giro de camiones en la zona de Juch
    Por qué esto es importante: La Juch es una casa ocupada en Zurich Altstetten, adyacente a ella se encuentra el sitio de construcción del futuro Swiss Life Arena, que está siendo operado por HRS Real Estate AG. La zona es propiedad de la ciudad de Zurich y fue utilizada por la AOZ como proyecto piloto del nuevo Centro Federal de Asilo hasta el verano de 2019. Después de eso estuvo vacía hasta que fue ocupada el 31 de octubre de 2019. Se ha creado un espacio cultural y de vida en el sitio y en los cuarteles donde se encerraba y administraba a los trabajadores de temporada y personas que buscan asilo. Este espacio ahora es organizado conjuntamente por los usuarios y los residentes. En el sitio hay estructuras que pueden ser utilizadas por todos y a las que se puede acceder gratuitamente, como estudios, taller de serigrafía, tienda de ropa gratis, biblioteca, salas de reuniones, taller de madera y metal, sala de banda, radio, sala de conciertos y todos los jueves cena. Para todos, y especialmente para las personas con antecedentes de huida/migración, la Juch es uno de los pocos lugares donde la gente puede reunirse y organizarse, libremente y sin la presión del consumo. Pero ahora los ocupantes fueron informados por escrito por la administración de la propiedad el 20.4. en medio de la crisis de la corona en curso que tenían que desalojar el área en 4 días hasta el viernes 24.4. a las 24:00. No se formularon observaciones sobre los planes específicos de uso futuro, que son necesarios para el desalojo según la notificación de ocupación de la ciudad de Zurich, ni siquiera a petición, y no se formularon observaciones sobre otros organismos públicos como el consejo local no estaban al tanto de esto. Sólo a través de la presión política y la atención de los medios de comunicación, así como las acciones de solidaridad de la población civil, el último día antes del desalojo, se persuadió al Departamento Social para que anunciara el futuro uso del edificio y ampliara el período de desalojo hasta el 22 de mayo de 2020. Las razones del secreto inicial por parte de la ciudad sobre los planes para la zona también se han hecho evidentes. El comunicado de prensa del Departamento Social de la Ciudad de Zurich del 24.4.2020 dice "Debido a las estrechas condiciones de la obra el contratista general encargado por la ZSC (HRS Real Estate) está interesado en aquilar el sitio vecino (sitio de Juch) para las instalaciones de obra por un período de unos 2,5 años hasta el final de la construcción." El espacio vital y cultural debe dar paso a dos años y medio de instalaciones en la obra. Este procedimiento equivale a una demolición de existencias y está muy alejado de la buena práctica anterior de la ciudad de Zurich en el trato con las propiedades ocupadas. En el comunicado de prensa también se afirma a este respecto: "El Ayuntamiento considera que este uso es apropiado y conforme a la zonificación, teniendo en cuenta la situación inicial". La posición de partida antes mencionada se refiere al hundimiento del suelo en el sitio y al daño aparente al sistema de alcantarillado. Por lo tanto, por un lado el costo de una posible renovación no es justificable para el AOZ y, por otra parte, no es posible permitir una ocupación a más largo plazo. Respecto a eso dos puntos: Por primero: El hundimiento del suelo afecta a una sección de uno de los cuarteles del lugar. Al comienzo de la ocupación en noviembre de 2019, los ocupantes acordaron con el responsable de la AOZ en ese momento no usar esta sección. Este acuerdo se sigue manteniendo, aunque los ingenieros estructurales presentes durante la inspección se les aseguraron que esta parte tampoco estaba en peligro de colapsar. Este argumento contra la ocupación es inválido. Por segundo: El hundimiento del suelo y el aparente daño al sistema de alcantarillado fueron causados por la muy adyacente obra de construcción de HRS Real Estate. Hace sólo seis meses, la AOZ buscaba un reclamo de seguro con HRS. Por qué HRS de repente necesita la zona y quiere alquilarla a la ciudad, parece muy cuestionable. De ahí la petición a la ciudad de Zurich: No hay desalojo y demolición de la area de la Juch a favor de "instalaciones de obra" por HRS Real Estate. La zona pertenece a la ciudad y la ciudad pertenece a la gente que vive allí. Por esta razón, cualquier nuevo uso del sitio debe beneficiar a todos los residentes de la ciudad y no puede simplemente ser un acuerdo intransparente y enhebrado a favor de un gigante de la construcción.     Non à l’espace de virage pour camions sur le Juch-Areal
    Pourquoi c’est important: L’areal Juch est un espace autogéré à Zurich-Altstetten. Juste à côté se trouve le chantier exploité par le groupe HRS Real Estate S.A. pour la future Swiss Life Arena. Le site est la propriété de la ville de Zurich et a été utilisé par l’AOZ comme projet pilote pour le Nouveau Centre Fédéral Pour L’Asile jusqu’à l’été 2019. Après cela, il est resté vide jusqu’à son occupation le 21 octobre 2019. Un espace de vie et d’activités culturelles a été créé sur le site et dans les baraques, là où pendant les années soixante les travailleurs et travailleuses saisonnières et plus tard les personnes en procédure d’asile étaient enfermées et administrés. La vie est organisée conjointement par les usagers et les résidentes. Il y a des structures communes et librement accessibles sur le site: Des ateliers (sérigraphie, bois et métal etc.), un magasin de vêtement gratuit, une bibliothèque, des salles de réunion, une salle de répétition, un studio radio et une salle de concert. Et tout les jeudi un dîner pour tous et toute. Pour tout le monde sur place, et en particulier pour les personnes issues de l’exode ou de la migration, le Juch Areal est un des rare lieux où ils et elles peuvent se rencontrer, sans obligation de consommation. Or, le 20 avril, en pleine crise du COVID-19, la direction de l'immeuble a informé par écrit les squatters* qu'ils devaient quitter les lieux dans un délai de 4 jours, donc le vendredi 24 avril à minuit. Sur demande, aucun commentaire n'a été fait sur les plans concrets d'utilisation future, qui selon l'avis sur l’occupation de la ville de Zurich sont nécessaires pour l'expulsion, et aucun commentaire n'a été fait sur l'utilisation future du site. D'autres organismes publics, comme le conseil municipal, n'étaient pas au courant. Seulement par la pression politique et l'attention des médias ainsi que par des actions de solidarité de la population civile, le dernier jour avant l'expulsion annoncée, le département social à pu être persuadé d'annoncer l'utilisation future et de une prolongation de la période d'expulsion jusqu'au 22 mai 2020. Les raisons du secret initial de la ville concernant les plans de la zone sont donc également devenues évidentes. Le communiqué de presse publié par le Département social de la ville de Zurich le 24.4.2020 indique "En raison de l'exiguïté du chantier l'entrepreneur général mandaté par la ZSC (HRS Real Estate) est intéressé par l'utilisation du site voisin (site Juch) pour les installations du site pendant une période d'environ 2,5 ans jusqu'à la fin de la construction. à louer à la ville". L'espace de vie et de culture doit faire place à deux ans et demi d'installations de chantier. Cette procédure équivaut à une démolition de stock et est très éloignée des bonnes pratiques antérieures de la ville de Zurich en matière de traitement des immeubles occupés. Le communiqué de presse précise également à ce sujet : "Le conseil municipal considère que cette utilisation est appropriée et conforme au zonage, compte tenu de la situation initiale". La situation initiale mentionnée plus haut fait référence à l'affaissement du sol sur le site et à des dommages présumés au système d'égouts. Par conséquent, il est allégué que, d'une part le coût d'une éventuelle réorganisation n'est pas justifiable pour l'AOZ, et d'autre part, il n'est pas non plus possible de permettre une occupation à plus long terme. A ce propos deux points.: 1. L'affaissement du sol affecte une partie d'une des baraque. Au début de l'occupation, en novembre 2019, les squatters* ont convenu avec l'AOZ, qui était responsable à l'époque, de ne pas utiliser cette section. Cet accord est toujours respecté, bien que les ingénieurs responsables de la structure nous ont assurés que cette partie ne risquait pas non plus de s'effondrer. Cet argument contre l'occupation n'est plus valable. 2. L'affaissement du sol et les dommages au réseau d'égouts ont été causés par le chantier de construction adjacent de HRS Real Estate. Il y a seulement six mois, l'AOZ demandait donc à HRS de lui verser une indemnité d'assurance. Pourquoi HRS a soudainement besoin de la zone et veut la louer à la ville, est très discutable. D'où la demande adressée à la ville de Zurich : Pas d'évacuation ni de démolition du Juch Areal au profit d'"installations de chantier" par les services immobiliers du HRS. Le quartier appartient à la ville et la ville appartient aux personnes qui y vivent. C'est pourquoi toute nouvelle utilisation du site doit bénéficier à tous les résidents de la ville et ne peut simplement être un accord non transparent, fileté en faveur d'un géant de la construction.
