DECELERATE BINZALLEE for a safe neighborhood Talwiesen-Binz
We as residents of the residential area Binz in Zurich, represented by the community association LebenBinz, submit to you this petition regarding the need to improve the traffic situation caused by the mixed traffic of pedestrians and two-wheelers on the Binzallee.
Binzallee is a bicycle and pedestrian path in the middle of a large family-friendly housing complex where hundreds of children spend time and move around every day. The entrances of the residential buildings Binzallee 10 to 38 lead directly onto this bicycle path. In addition, hedges reduce the view of the bicycle path. The coexistence of pedestrians and electric two-wheelers on Binzallee leads to dangerous situations every day.
Since the spring of 2022, the BVK administration, the Wiedikon regional station of the Zurich City Police, sip züri and the Civil Engineering Office of the City of Zurich have been in discussion with each other, but the measures taken are far from satisfactory. It is particularly unsatisfactory that the various agencies involved alternately do not declare themselves responsible. This gives many residents the impression that no one feels responsible.
We call on the BVK administration, the city and the canton of Zurich to take joint responsibility for safety in the residential area and to act as quickly as possible.
We ask that you implement the following measures:
1. Separation of the mixed traffic area, e.g. by painting into one driving and one walking lane. The area designated for bicycles should be fully painted in a strong colour to be clearly recognisable as such for small children. This will avoid the slaloms between bikes and pedestrians that we witness every day.
2. installation of four signs with a reference to the maximum speed of 10 km/h, like all the area, added: at the entrances to Binzallee and in the middle of Binzallee (in front of the two entrances on both sides of the building No. 24). Supplementary signs with a reference "Achtung! Kindergarten/Hort", " Achtung! Schulweg" or "Achtung spielende Kinder" as well as "Drive at walking speed" are desirable. The installed municipal signs are constantly moved and spray-painted.
3. Installation of speed bumps: Speed bumps in front of Hort Talwiesen.
4. Adding a pedestrian crosswalk in front of the Talwiesen after-school care center.
5. Removing of bushes in front of the after-school center Talwiesen to improve visibility in front of the entrances to the after-school center. Permission for the after-school care center to put up mobile barriers/fences when children go back and forth between the school and the after-school care center.

Warum ist das wichtig?
The grounds for this petition are as follows:
• Binzallee is a bicycle path that is also used by pedestrians. The high volume of e-scooters, e-bikes and e-scooters has significantly increased the risk of accidents. These new modes of transportation are very quiet and are not heard when approaching, which poses an additional threat. Many of the e-scooter riders are in their teens and are unaware of the risks they pose to themselves and others.
• The Talwiesen-Binz housing complex is, among other things, also the home of many families. In addition, there are two nurseries and an after-school care center in Binzallee, as well as a playgroup and two Kindergarten groups in Bühlstrasse (parallel street), whose children go to the Talwiesen after-school care center. This means that hundreds of children are on their own within this settlement every day - from the age of four.
• The concrete blocks in front of the Hort Talwiesen and the two signs at both ends of the Binzallee, which were put up to advertise for consideration, unfortunately do not show the intended effect.
• Shortly before Christmas, there was a dramatic accident at Escher-Wyss-Platz in which a child lost his life on his way to school. There is an urgent need for action and you are the ones who can minimise the risk for such accidents in Binzallee with appropriate measures.
